Kevin Bechard of Innovative Planning Solutions was in attendance to address Council on behalf of the CP5 Developers Group Inc (parcels of land owned by the Landowner Group) pertaining to the Town's Growth Strategy and its Land Needs Assessment and aligned measures with the employment land planning framework.

Stephanie Sinclair addressed Council regarding the Town's rentable spaces and encouraged staff to look into implementing a marketing strategy for raising awareness and leasing of such spaces. Additionally, she spoke to the Bridge Street Corridor inquiring into types of incentives that could be offered to property owners located on the flood plain.  

Tim Cane of SGL Planning Inc., representing ProBuilders located at 3087 Sideroad 5, spoke to light industrial uses within the Hwy 400 industrial employment lands.

    WHEREAS democracy is healthy when everyone is able to participate fully and safely and contribute to the well-being of their community;

    AND WHEREAS we are witnessing the dissolution of democratic discourse and respectful debate across all levels of government and in neighbouring jurisdictions;

    AND WHEREAS Ontario’s municipally elected officials are dealing with increasingly hostile, unsafe work environments facing threats and harassment;

    AND WHEREAS social media platforms have exacerbated disrespectful dialogue, negative commentary, and toxic engagement which disincentivizes individuals, especially women and candidates from diverse backgrounds from running for office;

    AND WHEREAS better decisions are made when democracy is respectful and constructive and the voices of diverse genders, identities, ethnicities, races, sexual orientation, ages and abilities are heard and represented around municipal council tables;

    AND WHEREAS the Association of Municipalities of Ontario’s Healthy Democracy Project has identified concerning trends with fewer people voting in local elections and running for municipal office;

    AND WHEREAS in 2024, female elected representatives from across Halton formed a group called H.E.R. (Halton Elected Representatives) which pledged to speak out against harassment and negativity in politics and call on elected officials to uphold the highest standards of conduct;

    AND WHEREAS H.E.R. Halton has launched a campaign called Elect Respect to promote the importance of healthy democracy and safe, inclusive, respectful work environments for all elected officials that encourages individuals to participate in the political process;

    AND WHEREAS on June 5, 2025, the Canadian Association of Feminist Parliamentarians launched a non-partisan “Parliamentary Civility Pledge” to encourage all parliamentarians to commit to end workplace harassment and increase civility on Parliament Hill, modelled after the pledge developed in Halton by representatives of H.E.R. 

    NOW THEREFORE BE IT RESOLVED:

    THAT the Town of Bradford West Gwillimbury Council supports the Elect Respect pledge and commits to:

    • Treat others with respect in all spaces—public, private, and online,

    • Reject and call out harassment, abuse, and personal attacks,

    • Focus debate on ideas and policies, not personal attacks,

    • Help build a supportive culture where people of all backgrounds feel safe to run for and hold office,

    • Call on relevant authorities to ensure the protection of elected officials who face abuse or threats, and

    • Model integrity and respect by holding one another to the highest standards of conduct.

    AND THAT the Town of Bradford West Gwillimbury Council calls on elected officials, organizations and community members to support the Elect Respect campaign and sign the online pledge at www.electrespect.ca.

    AND THAT a copy of this resolution be sent to the Association of Municipalities of Ontario, the Federation of Canadian Municipalities, MP Scot Davidson, and MPP Caroline Mulroney.

    • to develop and implement a pilot program for Community Access Boards; and
    • be instructed to conduct an engineering feasibility study for the installation of sidewalks along Essa Street, as well as the installation of a 4-way stop at the Essa Street and Frederick Street intersection, and report the findings to the Strategic Initiatives Committee; and
    • be instructed to incorporate and update Planning processes related to Accessory Dwelling Units and lot severances, including consideration into the impacts on surrounding area dynamics and landscaping.

    That Council accept and endorse the contents of Report PLN-2025-50 regarding the recommended effect of the written submissions received and the oral submissions made at the statutory Public Meeting of September 9, 2025, on Council’s decision; and

    That Official Plan Amendments for the Part 1 Growth Management Strategy be adopted for:

    1. intensification of lands located within settlement area boundaries;
    2. the Major Transit Station Area and Bridge Street Corridor;
    3. Highway 400 Employment Lands; and
    4. Employment Land Removal Criteria; and 

    That staff present the necessary by-laws for adoption of the Official Plan Amendments at its next available meeting; and

    That Section 3.2 (Strategic Growth Areas – Holland Street West SGA) of the Official Plan be amended to replace the maximum building height of “six storeys” with “eight storeys” for Areas 1 and 2 of the Holland Street West Strategic Growth Area and for the Holland Street Mixed-Use Corridor.

    That Council approve, in principle, the conclusions and recommendations of the Line 8 Class EA from Barrie Street to Sideroad 10, and Sideroad 10 from Line 8 to Reagens Industrial Parkway; and 

    That Council direct staff to work with the Ministry of Transportation and the County of Simcoe to coordinate the design and construction of a multi-use pathway from Line 8 to Henderson Park along Middletown Road, in conjunction with the Bradford By-pass construction.

    WHEREAS housing affordability is one of the most pressing issues facing Ontario families;

    WHEREAS the federal government recently announced GST relief for first-time homebuyers on new homes, and the Province of Ontario removed the provincial share of HST on new purpose-built rental housing; and

    WHEREAS the current HST rate on new homes in Ontario is 13%, which adds tens of thousands of dollars to the cost of a typical home, e.g. about $117,000 on a $900,000 home in Bradford before any existing rebates;

    THEREFORE, BE IT RESOLVED that the Council of the Town of Bradford West Gwillimbury calls on the Government of Canada to remove the GST/HST from all new homes purchased as primary residences, and to work in partnership with the Government of Ontario to ensure full elimination of the provincial portion as well; and

    BE IT FURTHER RESOLVED that this resolution be circulated to the Prime Minister of Canada, Minister of Finance and the Minister of Housing, Infrastructure and Communities; and to the Premier of Ontario, the Ontario Minister of Finance, the Ontario Minister of Municipal Affairs and Housing, our local MP and MPP, the Association of Municipalities of Ontario, and to all municipalities in Ontario.

    WHEREAS Sideroad 10 north of Line 8 is under the jurisdiction of the County of Simcoe (CR54);

    WHEREAS South Simcoe Police Services reports that it attended 24 multi-vehicle collisions at the intersection of Line 9 and Sideroad 10 in 2024, a dramatic increase in collisions over previous years;

    WHEREAS traffic volumes at the intersection increased 86% between 2015 and 2023;

    WHEREAS collisions continue to occur at an accelerating rate which is of great concern to Council;

    BE IT THEREFORE RESOLVED THAT the Council of the Town of Bradford West Gwillimbury hereby requests that the County of Simcoe:

    • Reduce the posted speed limit of Sideroad 10 to 60KPH from a point 800 metres north of Line 9;
    • Immediately investigate a roundabout or traffic signals at the intersection and that a 4-way stop with flashing signals be installed in the interim; and
    • Undertake any other improvements necessary to ensure the safe operation of the intersection.

Mayor Leduc noted various community events and activities, Deputy Mayor Sandhu spoke to Diwali on October 20, 2025 and Councillor Ferragine highlighted the upcoming "Movember" in support of cancer prevention.

Deputy Mayor Sandhu provided updates on the recent County Public Meeting regarding the proposed municipal boundary adjustments between the City of Barrie and Township of Springwater.
