The Presiding Officer calls the meeting to order.

  • Recommendation:

    That the Closed Session Agenda dated October 21, 2025 be adopted as printed.

  • Recommendation:

    That Council resolve itself into closed session under the provisions of the Municipal Act, 2001, Section 239 (2) in order to discuss: 

    1. Proposed Land Disposition

Land Acknowledgement
As visitors on this land, the Town of Bradford West Gwillimbury acknowledges that the land on which we gather today is the traditional territory of the Anishinaabek Nation, which includes Ojibwe, Odawa and Potawatomi Nation, collectively known as the Three Fires Confederacy. We recognize that the Huron-Wendat, Chippewa and Haudenosaunee Nations have walked on this territory over time. In times of great change, we recognize more than ever the importance of honouring Indigenous history and culture and are committed to moving forward in the spirit of reconciliation, respect and good health with all First Nation, Métis and Inuit people.

  • Recommendation:

    That Committee of the Whole recommendations COW-2025-52 to COW- 2025-53 be approved; and

    That the minutes of the Regular Council and Committee of the Whole meeting dated October 7, 2025 be adopted as printed.

  • Recommendation:

    WHEREAS democracy is healthy when everyone is able to participate fully and safely and contribute to the well-being of their community;

    AND WHEREAS we are witnessing the dissolution of democratic discourse and respectful debate across all levels of government and in neighbouring jurisdictions;

    AND WHEREAS Ontario’s municipally elected officials are dealing with increasingly hostile, unsafe work environments facing threats and harassment;

    AND WHEREAS social media platforms have exacerbated disrespectful dialogue, negative commentary, and toxic engagement which disincentivizes individuals, especially women and candidates from diverse backgrounds from running for office;

    AND WHEREAS better decisions are made when democracy is respectful and constructive and the voices of diverse genders, identities, ethnicities, races, sexual orientation, ages and abilities are heard and represented around municipal council tables;

    AND WHEREAS the Association of Municipalities of Ontario’s Healthy Democracy Project has identified concerning trends with fewer people voting in local elections and running for municipal office;

    AND WHEREAS in 2024, female elected representatives from across Halton formed a group called H.E.R. (Halton Elected Representatives) which pledged to speak out against harassment and negativity in politics and call on elected officials to uphold the highest standards of conduct;

    AND WHEREAS H.E.R. Halton has launched a campaign called Elect Respect to promote the importance of healthy democracy and safe, inclusive, respectful work environments for all elected officials that encourages individuals to participate in the political process;

    AND WHEREAS on June 5, 2025, the Canadian Association of Feminist Parliamentarians launched a non-partisan “Parliamentary Civility Pledge” to encourage all parliamentarians to commit to end workplace harassment and increase civility on Parliament Hill, modelled after the pledge developed in Halton by representatives of H.E.R. 

    NOW THEREFORE BE IT RESOLVED:

    THAT the Town of Bradford West Gwillimbury Council supports the Elect Respect pledge and commits to:

    • Treat others with respect in all spaces—public, private, and online,

    • Reject and call out harassment, abuse, and personal attacks,

    • Focus debate on ideas and policies, not personal attacks,

    • Help build a supportive culture where people of all backgrounds feel safe to run for and hold office,

    • Call on relevant authorities to ensure the protection of elected officials who face abuse or threats, and

    • Model integrity and respect by holding one another to the highest standards of conduct.

    AND THAT the Town of Bradford West Gwillimbury Council calls on elected officials, organizations and community members to support the Elect Respect campaign and sign the online pledge at www.electrespect.ca.

    AND THAT a copy of this resolution be sent to the Association of Municipalities of Ontario, the Federation of Canadian Municipalities, MP Scot Davidson, and MPP Caroline Mulroney.

  • Recommendation:

    That Council receive report DCAO 2025 09, and

    That Council authorize the Mayor and Clerk to sign the Canada Payment Agreement for the Lake Simcoe Phosphorus Reduction Project with the federal Ministry of Housing and Infrastructure.

  • Recommendation:

    That staff be requested to provide information pertaining to the following: 

  • Recommendation:

    That Council resolve into the Committee of the Whole.

  • Recommendation:

    That Report TR-2025-26, titled “2025-2026 Winter Operations Plan” be received for information.

  • Recommendation:

    That Report PLN-2025-50 regarding "Adoption of Official Plan Amendments for Part 1: Intensification First - Growth Management Strategy to Official Plan to 2051” be received; and

    That Council accept and endorse the contents of Report PLN-2025-50 regarding the recommended effect of the written submissions received and the oral submissions made at the statutory Public Meeting of September 9, 2025, on Council’s decision; and

    That Official Plan Amendments for the Part 1 Growth Management Strategy be adopted for:

    1. intensification of lands located within settlement area boundaries;
    2. the Major Transit Station Area and Bridge Street Corridor;
    3. Highway 400 Employment Lands; and
    4. Employment Land Removal Criteria.

    And that staff present the necessary by-laws for adoption of the Official Plan Amendments at its next available meeting.

  • Recommendation:

    That Council receive Report CAP-2025-4 titled “, and

    That Council approve, in principle, the conclusions and recommendations of the Line 8 Class EA from Barrie Street to Sideroad 10, and Sideroad 10 from Line 8 to Reagens Industrial Parkway.

  • Recommendation:

    That Report CAO-2025-11 titled “Town/Library Memorandum of Understanding” be received;

    That the attached Memorandum of Understanding be endorsed in principle and that the Chief Administrative Officer be authorized to sign the MOU once finalized; and

    That staff report back with updated Capital Reserve Policies for the town and board, as well as an investment agreement between the two parties.

  • Recommendation:

    That the Committee of the Whole adjourn at ______ p.m.

  • Recommendation:

    That the Committee Minutes and Recommendations, item 17.1 inclusive, be received and approved.

That the minutes of the October 1, 2025 Diversity, Equity and Inclusiveness Advisory Committee meeting be received.

    That By-law 2025-91 be read a third time and be enacted this 21st day of October, 2025.

  • Recommendation:

    That By-laws 2025-103, 2025-104, and 2025-105 be passed.

A By-Law to authorize the borrowing of money for the purpose of funding various capital expenditures and land acquisitions.

  • Recommendation:

    WHEREAS housing affordability is one of the most pressing issues facing Ontario families;

    WHEREAS the federal government recently announced GST relief for first-time homebuyers on new homes, and the Province of Ontario removed the provincial share of HST on new purpose-built rental housing; and

    WHEREAS the current HST rate on new homes in Ontario is 13%, which adds tens of thousands of dollars to the cost of a typical home, e.g. about $117,000 on a $900,000 home in Bradford before any existing rebates;

    THEREFORE, BE IT RESOLVED that the Council of the Town of Bradford West Gwillimbury calls on the Government of Canada to remove the GST/HST from all new homes purchased as primary residences, and to work in partnership with the Government of Ontario to ensure full elimination of the provincial portion as well; and

    BE IT FURTHER RESOLVED that this resolution be circulated to the Prime Minister of Canada, Minister of Finance and the Minister of Housing, Infrastructure and Communities; and to the Premier of Ontario, the Ontario Minister of Finance, the Ontario Minister of Municipal Affairs and Housing, our local MP and MPP, and to all municipalities in Ontario.

  • Recommendation:

    That By-law 2025-106, a by-law to confirm proceedings of the Regular Council and Committee of the Whole meeting dated October 21, 2025 be enacted.
